MGC Fines MGM Springfield $45,000 for Underage Gambling Breaches

The Massachusetts Gaming Commission (MGC) has taken action against MGM Springfield for allowing individuals under the legal age to gamble on their premises. The commission has issued a fine of $45,000 due to a series of underage gambling rule violations. The breaches in question occurred between June and December 2022.

Regrettably, these are not the first instances of such infractions, as MGM Springfield was previously fined $18,000 in 2021 and a substantial $100,000 in 2019 for similar issues.

 

Response from the Casino

Despite the history of recurring breaches, MGM Springfield has shown commitment to addressing the issue. The casino has self-reported several incidents and shown ongoing cooperation to enhance its current practices.

The transparency and willingness to collaborate exhibited by MGM Springfield have been acknowledged by the MGC, particularly by Senior Enforcement Counsel Kathleen Kramer, who has voiced appreciation for the casino’s ongoing efforts to prevent future occurrences.

 

Remedial Measures and Monitoring

To ensure compliance and successful implementation of remedial measures, the MGC Investigations and Enforcement Bureau will maintain close oversight. MGM Springfield is actively addressing the issue by making several changes to its current setup. These include installing a security station near the South End Market food court and adding more railings.

In light of the incident, the casino is also considering potentially altering the gaming floor’s wide-open layout. However, they must ensure that any design changes effectively manage accessibility and fire safety concerns.

 

Incidents Continue to Arise

Despite efforts to tackle the issue, underage individuals are still finding their way to the casino’s gaming floor. A report submitted to the MGC in early 2023 revealed that security personnel at the casino intercepted 127 minors either gambling or consuming alcohol in just the first three months of the year. Out of these, 12 individuals had successfully placed bets. The recurring nature of these incidents has raised concerns, prompting MGM Springfield to declare a zero-tolerance goal.

 

The Casino’s Unique Challenges

MGM Springfield’s unique layout, with its numerous entry points to the downtown area, might be one of the contributing factors to the problem. The casino, opened in 2018, features an inside-out design, connecting directly to the city streets. It also offers attractions such as restaurants, a movie theater, and bowling that are open to individuals under 21.

The free parking offered by MGM Springfield, especially popular during games and events at the nearby MassMutual Center, has unintentionally led families to cut through the casino from the parking deck to the arena.

 

Preventive Measures for Future Compliance

Moving forward, MGM Springfield is looking to enhance its preventive measures for maintaining the legal gambling age limit. One of the key strategies is the installation of additional railings and a security station near the South End Market food court.

This strategic placement of security barriers will serve to obstruct easy access for underage individuals attempting to reach the casino floor. Simultaneously, it’s important to note that any structural changes made must be done carefully to maintain fire safety standards and convenient access points for all visitors.
